        India is the fastest growing nation in the World. It is also the world's youngest nation with 50% of the population aged below 30 years and 70% of the population aged below 35 years. The living process or life is the integration of heart, head and hand. The outcome of education in life - Knowledge, Skill and Character. With the ever increasing population , earning livelihood has become a bare necessity of life. So, there is the earnest need for vocational education. The necessities of vocational education are (i) Preparation for Life  (ii) making education relevant to society   (iii) Self Employment and Entrepreneurship  (iv) Enhancement of Economic Strength.

        The Vocational Studies of UGC ( 8th & 9th plans ) has been recognised as Career Oriented Programmes during the 10th Plan period. The main features of the New Scheme..

Programmes :  
Certificate Course: 30 credits, each credit of 15 hours.
Diploma Course : 60 credits ( 30 credits earned earlier in Certificate Course )
Advanced Diploma Course: 90 credits ( 60 credits earned earlier upto Diploma Course )
In Each Programme : 20 credits are devoted to theory and 10 credits to practical purposes.

        The Dibrugarh University in its 80th meeting of the Under Graduate Board held on 03.05.2004 has framed  the regulations for Career Oriented Programmes, known as COCFiDL regulations , and the same has been approved by the 81st meeting of the Academic Council held on 11.05.2004. As per these regulations , a student should at least attend the 75% of the lectures for tutorials , seminars , practicals etc. of the programme and should be on the rolls of the degree programmes to be eligible to pass the COCFiDL successfully. The University prescribed , a minimum duration of 100 hours ( 50 hrs. theory plus 50 hrs. practicals ) for each programme of Certificate , Diploma and Advanced Diploma Courses. There will be 2 papers each of theory and practicals carrying 75 marks for each paper. Thus total marks in each programme is 300 marks.
